Sales & use tax exemption

Washington exempts solar energy systems from state and local sales and use tax. The exemption is 100% for systems that produce at least 1 kW and up to 100 kW AC, for the equipment, and installation by a qualifying registered contractor can be exempt too. Equipment must be bought, and installation completed, by December 31, 2029.

OPALCO

Net metering

OPALCO members with grid-tied solar can net meter. When your array makes more electricity than you use, common in summer, you earn a credit for the power you send back to the grid. When you use more than you make, common in winter, your bill reflects what you drew from the grid, what you generated and any credit you earned.

OPALCO 2026 tariffRate
Renewable generation credit (power you export)$0.0990 per kWh
Grid usage charge (on exported power)$0.0137 per kWh
Net credit for exported powerabout $0.085 per kWh
Residential DER service access charge, billed even if you use no grid power$67.58 per billing period

Financing

OPALCO Switch It Up

OPALCO members can finance solar, battery and EV charger projects on their power bill with a 3% amortized service charge. See financing options.

Federal

Federal tax credit

The federal residential clean energy credit has ended for new home systems. Under the July 2025 federal budget law, the 30% credit (Section 25D) doesn’t apply to home solar or batteries installed after December 31, 2025. Washington’s sales tax exemption and OPALCO’s programs are still in place. Source: IRS FAQs.
